Councilmember Henry Foster III represents San Diego’s Fourth District, the same community his family has served for three generations. Raised in Valencia Park and a proud Lincoln High alum, Henry is delivering real results for the neighborhoods he’s always called home.
With over 25 years in the construction industry and more than a decade in public service, Henry brings hands-on expertise and deep community connection to City Hall. Before winning the 2024 special election, he served as Chief of Staff to both Councilmember and then Supervisor Monica Montgomery Steppe, driving policy and investments that reflect Southeastern San Diego’s needs and values.
As the City’s Equal Opportunity Contracting Program Manager, Henry helped direct over $5 billion in contracts and expanded access through programs advancing equity and inclusion. Including the Small Local Business Enterprise Program, the Equal Employment Opportunity Program Ordinance, and the Title VI Program. He also served as the City’s Disadvantaged Business Enterprise Liaison Officer (DBELO), ensuring opportunities reached every corner of our city.

Since joining the Council, Henry has secured over $100 million for parks, streets, and youth programs and continues leading efforts to improve public safety, support small businesses, and improve our quality of life .
A graduate of Hampton University, a Life Member of Kappa Alpha Psi Fraternity, Inc., and a devoted husband and father, Henry is committed to building a stronger, safer, and more sustainable District Four — and he’s just getting started.
